The assertion happens in a code path doing internal accounting for an old
delivery work queue whose existence is superseded by the eventing system.
Since there has been a long standing desire to trim out redundant code such as
this, one solution to the bug is to deprecate the work queue now and remove it
some time in the near future. That is worth doing in any event. See PROTON-2258.
