Right, so I'm saying 1.14.0 wouldn't use the feature against 1.13.0 if you
moved to capabilities based detection, unless it were special-cased to still
detect 1.13.0 as it does now. How much of an annoyance that is might depend on
when 1.14.0 actually happens; if really soon, perhaps not of concern..if later
when folks have 1.13.0 deployed, perhaps annoying.
