When the ACL is edited and reloaded with the below configuration, it throws NPE.
ACL Configuration:
ACL ALLOW-LOG admin ALL ALL
ACL ALLOW-LOG testuser ACCESS VIRTUALHOST connection_limit=1
ACL DENY-LOG ALL ALL
