Summary: ACL doesn't log allowed/denied when added without rules

When an access control provider is added on broker/virtualhost there is no
option to see in log if it is allowed/denied.
For the rules, there is Allow-Log and Deny-Log.
Similarly, it would be nice to have logging for provider also.
