Description:
When ACL rule consist of three arguments (for example, 'ALLOW ALL ALL' or 'DENY
ALL ALL') the NPE is thrown on the rule check.

When the ACL is edited and reloaded with the below configuration, it throws NPE.
ACL Configuration:
ACL ALLOW-LOG admin ALL ALL
ACL ALLOW-LOG testuser ACCESS VIRTUALHOST connection_limit=1
ACL DENY-LOG ALL ALL
