Description:
By default, since 0.32.0, the c-threadersiser test is enabled depending on
availability of pthreads. This test, being a little unreliable, should be
disabled by default in the build, to be enabled when desired for testing. The
CI job configs will be updated to continue running the test.
This can be reversed at a future time when the test is more reliable.
