The date/time portion of the logs generated by Broker/VirtulaHost FileLogger is
currently reported in ISO 8601 date format. The date/time is provided for a
local time zone without indicating a timezone. We need to change the default
log format to report date/time in UTC timezone as per
[rfc3339|https://tools.ietf.org/html/rfc3339].
