The router is so fast that it forwards the message without reliably hitting Q2
holdoff. Therefore the test fails.
Stage 1 for this issue is to disable the test so CI passes.
Stage 2 is to modify the test so that the server does not read the message sent
by the client. When the message backs up in the router it triggers Q2 holdoff.
