This PR references the JIRA DISPATCH-1679. The description of DISPATCH-1679
says - leak: qd_connector_t and qd_timer_t
This PR is not addressing the timer or the connector leak. Should we create
a new JIRA for this instead of using DISPATCH-1679 ? The PR for DISPATCH-2046
also fixes DISPATCH-1679
