Allow a topology to be submitted with its job name taking its topology name
(as-is without any job identifier).
Maybe if the jobName in the JSON config was a true (boolean) then it would
default to the topology name?
This is part of the march to supporting the full IoTscenario:

where a central system could start up a known application (topology) that was
on the device but not running, by sending a device command with the topology
name.
