I found conflicting information regarding the handling of copyright notices in 
file headers.
According to \[1], for works submitted directly to the ASF by the copyright 
owner, the copyright owner must either:
 1) remove such notices, or
 2) move them to the NOTICE file associated with each applicable project 
release, or
 3) provide written permission for the ASF to make such removal or relocation 
of the notices.

Also, according to \[1], each source file should include the standard ASF 
license header *without including* a copyright notice in the header.

However, an example of how to apply the Apache License, listed in the Appendix 
section of the LICENSE file currently included with Quarks, *does include* a 
copyright notice.

What do we plan to do? Are we: 
 a) Replacing the IBM copyright with an Apache License header?
 b) Just adding the Apache License header to all files?
 c) Adding the  the IBM copyright to our NOTICE file?
