[QUARKS-10] [WIP] Iot provider
A provider that registers services to allow:
* PublishSubscribe Service
* Application Service
* JSON control service
* use of a single IoTDevice by multiple applications through
publish-subsribe
* Integration of device commands with identifier `quarksControl`
