I can start issue properly but I cannot assign issue to myself(e.g https://issues.apache.org/jira/browse/QUARKS-23) I used to assign to me by clicking "Unassigned" word in "Assignee" when I use Apache Hive Jira so I thought I'm not project member since I can't assign to me from other people's issue.
