[WIP] ELM327 protocol layer
Initial ELM327 protocol layer code.
Very much a sample as only a few commands are implemented, but it's well
suited to community additions as adding new commands is simple and well
contained.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/ddebrunner/incubator-quarks elm327-quarks-90-1
Alternatively you can review and apply these changes as the patch at:
