Any thoughts on where this is specified?

I was wondering if a config JSON object should be added to 
ApplicationService.registerTopology() that is configuration about how the 
service starts the application (not configuration of the submit itself). I was 
thinking of a couple of possible config items:

* autoStart - Boolean - start the application automatically when 
registered/provider starts
* dependentApplications - Named applications to start first

Not sure if number of restart attempts would be applicable in the same 
application specific config or not.
