    [QUARKS-107] [WIP] new Range recipes

In an effort to simplify these recipes and focus on their unique aspects I
want them to be able to use a simulated temperature sensor that's defined
elsewhere. Right now the recipes are expecting ``quarks.samples.utils.sensor.
SimulatedTemperatureSensor`` - which doesn't yet exist in the incubator-quarks
repo.

@ddebrunner, does that approach / location seem right? If so, I'll add
that class to that repo. My impl of it was inspired by the code in
recipe_value_out_of_range.md.
