I think the current NOTICE file could be reduced to this:
Apache Quarks (incubating)
Copyright 2016 The Apache Software Foundation
This product includes software developed at
The Apache Software Foundation (http://www.apache.org/).
Portions of this software were developed at
International Business Machines Corporation, copyright 2015 and 2016.
IMO there's no need to list copying headers from the initial software grant.
Only relocated headers that have been changed to Apache with the owners
permission [1] need to be added to NOTICE. It's good to try and keep NOTICE as
small as needed to make it easier for downstream projects [2]

It will still require additions due to bundling Apache licensed software
containing NOTICE files.
