Create Job at topology submission time
Fixes JIRA [QUARKS-177](https://issues.apache.org/jira/browse/QUARKS-177).
A Job is created when the topology is submitted, If a job name is passed in
the submit configuration, then that name is used for the Job registration with
the ControlService.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/vdogaru/incubator-quarks QUARKS-177-vdogaru
Alternatively you can review and apply these changes as the patch at:
