See the commentary in QUARKS-20 regarding funky things about this test.
Need to do something short term so the console will render this again.
i.e., handle the case where a "counter metric" doesn't have outgoing edges
(OP_13 / RateMetric) and where it doesn't have incoming edges (OP_113 /
CounterOp) (this latter case is a runtime or console bug identified in
QUARKS-20).
