Oplet "circle" scaling needs to be clamped to a mimimum that's at least as 
large as the unscaled grey rectangles for the injected CounterOp/StreamScope 
oplets.

This becomes apparent in a job list the SensorAnalyticsApplication sample where 
there are widely disparate tuple flow rates - e.g., source flow rates of 1k/sec 
~immediately aggregated down to 1/sec.

In the scaled layouts, the size of most oplets makes them just about invisible. 
 They're much smaller than the unscaled CounterOp/StreamScope injected ops 
(they grey rectangles).
