Define a paradigm of using java.util.prefs.Preferences to store Quarks
configuration information.
Proposing a Quarks service with the the Preferences interface as the service
interface. The registered service would be used as the root preferences user
node for configuration information.
Code could then add nodes as needed under the root preferences user node
