Refactored the method to reconstruct PartitionSchemeHeader.
This PR simplified the `PartitionSchemeHeader` reconstruction method, which
will be used in `Resolver` for the `CreateTable` statement, by moving `type`
used for `RangePartition` only into its proto.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/apache/incubator-quickstep
