    Refactored Create Factory Method for Physical Selection.

    This small PR refactored the `Create` factory method, so that we could 
better use it for adding repartition support, including repartitioning a 
relation with some partitions to no partitions.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/zuyu/incubator-quickstep
