Applied WorkOrderSelectionPolicy. This PR introduced `WorkOrderSelectionPolicy` to choose the next `WorkOrder` for the execution, and uses the following policy: first `FIFO` for `RebuildWorkOrder`s, and then `LIFO` for normal `WorkOrder`s. This policy favors any `RebuildWorkOrder` to reduce the total operator completion time, and normal `WorkOrder`s generated from data pipeline messages. Finally, a normal `WorkOrder` from a larger `OperatorIndex` is preferred. Assigned to @jianqiao.
