+1 for the enhancement to support tag-based masking policy.
However, I am not sure how useful it would be to support row-filtering based on
tags - given the filter expression would most likely to be dependent on the
schema of the table. I would suggest we study this in more detail with few
usecases and track it via a separate JIRA.
