Option 1
-----------
1) Are disabled policies evaluated during access decisions?
2) Once the new service def is in place, existing exclude policies will still 
be visible in the UI. Will the fact that they are exclude policies be visible 
as well? Or will the policy look like a normal policy to the user?

Option 2
-----------
1) How would the exclude policies be converted to normal policies? If the 
policy previously was 'exclude Matt' what would the new policy be?
