[~coheig] I reviewed the patch and I see that it it still needs Hadoop 2.x jar 
to be there for this plugin to work. What I was thinking was, let Ranger 1.0.0 
version support Hadoop 3.0.0 and we can have shim / plugin for older version, 
which user can configure if they want to use. I don't want both the jars to be 
there as dependency for plugins
