Fixed code to sync all the users during periodic sync when there are updates to
groups. This is fixed when Incremental sync is enabled, GroupFirstSearch is
enabled, and user search is enabled. Also fixed few logging messages to include
user count properly.

Testing

1. Successfully ran all the existing unit tests
2. Ran some functional tests for testing new code and some regression tests
with Active direcory server.
