HBase RSGroup operations
Following are the RSGroup operations in the MasterObserver hook that needs
SuperUser or Admin privilege
AddRSGroup, RemoveRSGroup, BalanceRSGroup, RemoveServers, moveServers,
listRSGroups, moveServersAndTables, moveTables, getRSGroupInfo,
getRSGroupInfoOfTable, getRSGroupOfServer
