With SOLR_INSTALL option enabled,
security-admin/contrib/solr_for_audit_setup/setup.sh script downloads the Solr
package from the internet and installs it. In some cases, the cluster might not
have access to the internet. So we need an option to download the package
offline and let this script install the local package copy
