Ranger:
- remove ZK znode check
- remove ZK config set upload
- remove ZK acl set
- use Solr config set API
([https://lucene.apache.org/solr/guide/7_4/config-sets.html]) to upload the
config sets (only if it does not exists ... also probably Solr4J should have
this call)
