Added jersey-bundle dependency jar as part of ozone plugin packaging. Also
fixed one minor issue where authourization request for resource type as
"Volume" is not handled properly.

Testing

1. Verified ozone plugin tar includes jersey-bundle
2. Patched cluster and ran few ozone commands for volume/bucket/key and
verified the request are authorized properly.
