When a override-priority policy allows an access, policy evaluation should
terminate after all override-priority policies are evaluated. However, if the
override-policy has deny condition, policy evaluation does not stop, and
lower-priority policies are evaluated. This can result in access to be denied
if one of the lower-priority policies deny the access.
