RangerBasePlugin.refreshPoliciesAndTags() doesn't throw any checked exceptions
so there's no way to tell if the refresh was successful and is indeed the
latest data. It would be nice to know if the policy cache couldn't be refreshed
and also to invalidate the cache if it's too stale.
