For creating default policies in Ozone with \{OWNER} placeholder which by
default provides access to owners of the resource [volume, bucket. key etc]
Only admin user can set the owner of volume by one policy and this default
policy with \{OWNER} provides access to end-users [no need of specific
end-users policies]
