Description:
Having any permission on HBase tables should allow listing of tables.
Currently CREATE or ADMIN is need which is not correct to list objects and
tables. This will enable to maintain any permission R, W, C, A for user to
authorize list operation.
Listing NameSpace needs ADMIN permission
