Enhance Ranger admin REST Client to use cookie for policy, tag and role
download. Currently for every 30 seconds call to Ranger admin is done for these
downloads and each time a fresh ticket is requested to the KDC / AD server.
Because of this traffic into the KDC/AD will be high when there many Ranger
plugins doing download request and this can be avoided by cookie enable
sessions to Ranger admin.
