org.apache.commons.collections.CollectionUtils' performance is poor and reduce
the performance of ranger plugins, particularly with hdfs. I add a test case to
show the CollectionUtils.isEmpty() and CollectionUtils.isNotEmpty() call's poor
performance and notice other developers this issue in their environment.
