RangerRESTClient is used by multiple modules, including the modules listed
below, to make Ranger Admin REST API calls:
* plugins to download policies and tags
* tagsync to send tags
* ugsync to update users/groups
This class abstracts details like handling of SSL/authN/failover in case of
multiple Ranger admins. It will be useful to extend this class to support retry
in case calls to Ranger fail - like due to connection timeout, etc.
