It will be useful to have an option to use RangerBasePlugin without userstore
refresher i.e. work with userstore set directly on the plugin object and not
refresh from Ranger Admin). This is similar to options added in RANGER-3270
which enabled RangerBasePlugin to work with given policies and tags.
