It was observed during ranger upgrades that the java patch J10054 took more
than 3 hours while trying to update users/groups to the db.
Therefore, persisting the updates immediately using transaction manager to
boost performance.

Testing
-------
Tested on remote cluster using 15k users and 40k groups.
Brings down the time to under half a minute.
