RANGER-3816 updated getResourceACLs() to handle macros in resource names - like
{{{}test_{USER{}}}}, {{{}/department/$\{{USER.dept{}}}}}. However, this works
for resource-defs having wildcard match enabled. For masking and row-filter
policies, wildcard match is disabled, hence macros in these policies are not
handles correctly by getResourceACLs().
