Summary: /service/public/v2/api/policy API should return all

\{BASE_URL}/service/public/v2/api/policy?zoneName=\{ZONE_NAME}, the policies in
a specific zone are returned (which is the expected behaviour).{color}
{color:#172b4d}Ideally, query params should be used to filter the search
results, and if no query params are used (for example, if zoneName query param
is not used), the API should return all the policies in Ranger Admin{color}
