Summary: A higher priority Data-masking policy is not considered

Consider the following scenario:
# A tag-based masking policy masks certain column with a certain mask-type.
# A higher priority resource-based masking policy masks the same column with a
different mask-type.
In such scenario, the policy-engine reports the mask-type as one specified by
tag-based masking policy, but it should report mask-type as one specified by a
resource-based masking policy.
