   ## What changes were proposed in this pull request?
   There is a change in CPU arch from amd64 to arm64 in the ubuntu 20.04 base 
image, the Java path changes due to this which affects all docker containers 
since all images depend on this base image.

   ## How was this patch tested?
   
   Tested changes by bringing up ranger in docker and verifying ranger-admin is 
working.
