Summary: plugin side metrics on polling from the policy server

Add metrics in the plugins for increased visibility on what is happening on the
systems. Following metrics are being added to the plugins:
* policy size
* last known policy version
* whether policy are loaded from cache
* policy server response codes
* policy server response time
* policy server errors and timeouts
* policy server retries
