Description:
Add metrics in the plugins for increased visibility on what is happening in the
systems. Following metrics are being added to the plugins:
* policy size
* last known policy version
* whether policy are loaded from cache
* policy server response codes
* policy server response time
* policy server errors and timeouts
* policy server retries
