STEPS TO REPRODUCE:
Create a service (cm_test)
Create a security zone z1 with cm_test service added
z1 is created successfully
Delete cm_test


CURRENT BEHAVIOUR:
Zone z1 also gets deleted

EXPECTED BEHAVIOUR:
Zone z1 should not be deleted
