    Description: 
when a new user with admin role is created, GDS module permission for access is 
not assigned automatically to the new user

Steps to reproduce:
 # Create a new user 'test' with admin role
 # Login with user 'test' and check if GDS module can be seen
 # check if user 'test' has permission for GDS module

Expected: newly created user with admin should be given GDS module permission 
automatically

Actual:  newly created user with admin should does not get GDS module 
permission automatically
