When a ranger module is configured with public group permission that module
gets hidden for admin role users
Steps to reproduce:
# check if admin user is configured for ranger modules in permissions
# login with admin user and check if all ranger modules are showing for admin
user
# in permission remove admin user from tag based policy module and security
zone
# now configure public group in permissions for tag based polices and security
zone
# reload the page for admin user and check if admin user is able to see to tag
based policies and security zone modules
Expected: Modules configured with public group access should be accessible to
admin user
Access: Modules configured with public group access is not accessible to admin
user
